Urban Policy & Planning

The objective of the Directorate of Urban Policy and Strategic Planning has been and will remain provision of technical support to the Planning & Development Department, Government of Sindh on policies, plans, issues, programmes, projects and schemes related to urban sector revitalization and development. Primarily, the Directorate has and will continue to concentrate on the following sectors:

  • Strategic and Spatial Urban Planning
  • Development Regulation and Control
  • Economic Regeneration and Investment
  • Data and Information Management
  • Urban Transport & Mass Transit
  • Water Supply and Sanitation
  • Municipal Finance & Urban Governance
  • Housing & Katchi Abadis

The mandate and scope of the Directorate is to establish a process for province-wide urban planning and development within a short, medium and long and term framework by means of preparation of sectoral policies, plans and studies.; and support Government of Sindh in implementation of development projects in view of the enacted policies and plans as well as overall developmental needs of the population. More specifically, mandate and scope of the Directorate includes the following:

  • Provision of overall guidance and technical support on policy and planning for urban development and more effective urbanization in Sindh;
  • Establishment of a process for province-wide urban development including economic regeneration and investment management; urban governance and municipal services in short, medium and long terms;
  • Establishment and implementation of urban policy, regional and town planning information systems;
  • Compilation and management of urban knowledge, information tools and data base, and promotion of reforms;
  • Providing support to provincial government / departments, cities / local administration and management on urban issues including among others preparation of development / master plans, surveys, GIS maps and studies;
  • Co-ordination and networking with all the departments and institutions vis-a-vis urban development and planning issues;
  • Provision of policy framework targeting the urban development in Sindh;

IMTIAZ BHATTI

Director General, Directorate of Urban & Regional Policy and Strategic Planning (DURPSP)

Dr. Imtiaz Bhatti is a senior civil servant currently serving as the Director General of Urban & Regional Policy and Strategic Planning (DURPSP) at the Planning & Development Board, Sindh. With extensive experience in civil service, academia, and development sectors, he brings a pragmatic approach to governance reform, public finance, and sustainable urban planning.

Dr. Bhatti holds a PhD in Public Policy from The George Washington University, where he specialized in public finance. A Fulbright Fellow, he has also completed advanced training in behavioral insights at the Harvard Kennedy School and was ranked first nationally in the Senior Management Course at the National Institute of Management, Karachi, in 2022.

Under his leadership, DURPSP has advanced critical initiatives, including the approval and notification of comprehensive master plans for 17 secondary cities and the implementation of the European Union-funded Rural Growth Centers (RGC) Project. These efforts aim to address unplanned urban growth and foster integrated development in Sindh.

In addition to his government roles, Dr. Bhatti has contributed to academic discourse as a visiting faculty member at the Institute of Business Administration (IBA), Karachi, and has worked on development projects with organizations such as the Asian Development Bank, USAID, and the World Bank.

Dr. Bhatti is committed to creating practical and inclusive solutions for urban and regional challenges, focusing on sustainable development and improved governance outcomes in Sindh.
