Director General, Directorate of Urban & Regional Policy and Strategic Planning (DURPSP)

Dr. Imtiaz Bhatti is a senior civil servant currently serving as the Director General of Urban & Regional Policy and Strategic Planning (DURPSP) at the Planning & Development Board, Sindh. With extensive experience in civil service, academia, and development sectors, he brings a pragmatic approach to governance reform, public finance, and sustainable urban planning.

Dr. Bhatti holds a PhD in Public Policy from The George Washington University, where he specialized in public finance. A Fulbright Fellow, he has also completed advanced training in behavioral insights at the Harvard Kennedy School and was ranked first nationally in the Senior Management Course at the National Institute of Management, Karachi, in 2022.

Under his leadership, DURPSP has advanced critical initiatives, including the approval and notification of comprehensive master plans for 17 secondary cities and the implementation of the European Union-funded Rural Growth Centers (RGC) Project. These efforts aim to address unplanned urban growth and foster integrated development in Sindh.

In addition to his government roles, Dr. Bhatti has contributed to academic discourse as a visiting faculty member at the Institute of Business Administration (IBA), Karachi, and has worked on development projects with organizations such as the Asian Development Bank, USAID, and the World Bank.

Dr. Bhatti is committed to creating practical and inclusive solutions for urban and regional challenges, focusing on sustainable development and improved governance outcomes in Sindh.

Syed Jawad Muzaffar

Director (DURPSP) / Deputy Project Director (PMIU – Rural Growth Center)

Syed Jawad Muzaffar is an accomplished civil servant with extensive experience in urban planning, administration, and governance. Currently serving as the Director of Urban Regional Policy & Strategic Planning in the Planning and Development Department of Sindh, he leads initiatives to create sustainable urban spaces, enhance economic growth, and establish robust policy frameworks. He also serves as Deputy Project Director in the Project Management Implementation Unit (European Union-funded program) for the establishment of Rural Growth Centers under the Poverty Reduction Strategy of Sindh Government. His tenure as Deputy Commissioner in Korangi was marked by impactful achievements, including anti-encroachment operations that reclaimed state land worth billions of rupees, the development of an urban forest in Azeem Pura, and fostering collaboration with the Korangi Industrial sector. He played a pivotal role in conducting the 2023 General Elections as District Returning Officer, ensuring a transparent process.
Previously, as Deputy Commissioner of Matiari, he successfully revived the Hyderabad-Sukkur Motorway (M6) project by resolving land acquisition issues and facilitating land transfers to the National Highway Authority. His tenure as Additional Commissioner II, Karachi Division, saw him manage stormwater widening projects and resettlement efforts after urban flooding. Earlier roles in the Islamabad Capital Territory Administration and Capital Development Authority demonstrated his expertise in land management, law enforcement, dispute resolution, and governance. His tenure included executing land-based projects, revising SOPs for land rehabilitation, leading anti-encroachment operations, and regulating Islamabad’s public transport.
Syed Jawad Muzaffar is a Chevening Scholar and a Paul Harris fellow (The Rotary Foundation) who holds an LLM in Comparative & International Dispute Resolution from Queen Mary University of London, an MBA from the Institute of Business Administration Karachi (IBA) and a BS in Computer Science from Karachi University. He has received multiple accolades, including a performance certificate from the Provincial Coordination Implementation Committee Sindh for flood drain rehabilitation in Karachi, recognition from the Minister of Revenue for his contributions to the M6 Motorway project, and an appreciation letter from the Prime Minister for his role as focal person for polio eradication. He has also published a paper titled “Enforcement of Arbitration Agreement: A Comparative Analysis of Pakistani and English Legal Regimes” in the prestigious Federal Law Journal, [Vol:3, Issue 2, Dec 2024] further solidifying his expertise in legal and policy matters.

MR. ZULFIQAR ALI KUMBHER

Deputy Director Housing, Directorate of Urban & Regional Policy and Strategic Planning (DURPSP)

Mr. Zulfiqar Ali Kumbher serves as the Deputy Director of Housing, though his expertise lies in Urban and Town Planning. He is responsible for housing, urban planning, transportation, and related sectors, with a focus on master planning, urban sector policies, concept clearance proposals, and Rural Growth Center (RGC) initiatives.

Academically, Mr. Kumbher holds a Bachelor’s degree in City and Regional Planning from Mehran University of Engineering & Technology (2003) and an M.Sc. in Rural Development from the University of Sindh (2006).

With extensive experience as an Urban/Town Planner, he has worked with leading consulting firms before joining this Directorate in 2013. Since then, he has been contributing with professional zeal and dedication, playing a key role in the Directorate’s vision of shaping sustainable urban development.

MS. NAILA HAQUE

Deputy Director Environment, Directorate of Urban & Regional Policy and Strategic Planning (DURPSP)

Professional Profile: A NEBOSH, OHSAS 18000, and ISO 14001 qualified professional with over 20 years of experience in Environment and Climate Change. Demonstrated expertise in environmental compliance, policy formulation, job safety analysis, environmental audits, risk assessments, workplace inspections, and environmental monitoring. Academically, holds a Master’s degree in Environmental Engineering and a Bachelor’s in Chemical Engineering from NED University, along with various certifications in climate change resilience and environmental safety from international institutions.

Professional Experience: Currently serving as Deputy Director Environment at the Directorate of Urban Regional Policy & Strategic Planning, Planning & Development Department, Government of Sindh, since 2013. Leads procurement for hiring consultants for master plans in 12 secondary cities of Sindh and has played a pivotal role in drafting key environmental policies, including the Sindh Resettlement Policy and Climate Change Action Plan. Additionally, has worked extensively on projects funded by the World Bank, focusing on environmental and social frameworks. Previously served as Corporate Compliance Manager at Karachi Electric Supply Company (KESC), overseeing environment and safety training, conducting workplace inspections, and managing Environmental Impact Assessments (EIAs) in collaboration with third-party consultants. Earlier roles include serving as an Application Engineer at Orient Water Services Pvt Ltd, Technology Coordinator at National Environmental Consulting Pvt. Ltd., and Graduate Trainee Engineer at Pakistan Refinery Limited, gaining expertise in environmental audits, cleaner production options, and industrial waste management.

Key Contributions & Achievements: Throughout the career, has contributed significantly to policy formulation, urban planning, and environmental compliance at both governmental and corporate levels. Developed and coordinated multiple projects related to water and sanitation policy, municipal services, and sustainable development. Actively engaged in national and international initiatives on climate resilience, urban sustainability, and carbon financing, preparing reports and frameworks that influence key environmental policies in Sindh. Expertise spans across environmental audits, hazard assessments, sustainable production, and workplace safety, with a strong emphasis on training and capacity building in environmental management.

MS. UZAIMA NASIR

Director Admin & Finance, Directorate of Urban & Regional Policy and Strategic Planning (DURPSP)

Uzaima Nasir is a seasoned public sector professional with over 15 years of experience in administration, finance, project management, and urban planning. Currently serving as Director Admin & Finance at the Directorate of Urban Regional Policy & Strategic Planning, Planning & Development Department, Government of Sindh, Uzaima plays a key role in managing financial operations, procurement, and municipal finance strategies. She has been instrumental in implementing development initiatives in collaboration with international organizations like the World Bank, European Union, UNDP, and ADB.

With a strong academic background, including an MS in Management Sciences and an MBA in Finance from SZABIST, provide a solid foundation for her expertise. Uzaima has expertise in public financial management, urban economic planning, and policy development. She has also contributed to research on inclusive leadership and public sector efficiency, presenting papers at international conferences.

It’s also noteworthy that she contributes to the academic community as a Visiting Faculty Member at prominent universities like, NED University and SZABIST sharing her knowledge in economics and finance. Additionally, she conducts training sessions for government officers and officials in collaboration with the Research & Training Wing of the Planning & Development Department.

Uzaima has led several key projects, including Poverty Reduction Strategy initiatives, Municipal Finance Assessment for Sindh, and Karachi Transformation Strategy. Her work focuses on sustainable urban development, governance reforms, and financial accountability. Passionate about public sector transformation, she continues to drive impactful policies for economic growth and infrastructure development.

The wide range of tasks she handles—from budget preparation and monitoring fund utilization, managing all administrative and financial operations of the office, liaising with various administrative departments—demonstrates her ability to manage complex operations.  Uzaima is actively involved in overseeing audit activities, addressing audit observations, and attending meetings with the DAC and PAC. Her responsibilities also include coordinating with various administrative departments, particularly maintaining a close liaison with the Planning & Development Department, her parent department.

Her passion for public sector transformation, combined with her experience in coordinating with international organizations, positions her as a powerful advocate for economic growth and infrastructure development.

MR. GULAB ALI TANWARI

Assistant Director Admin, Directorate of Urban & Regional Policy and Strategic Planning (DURPSP)

Gulab Ali Tanwari is an experienced development sector professional with over a decade of expertise in school management, situational analysis, community development and procurement. He holds a Master’s degree in Sociology and a Bachelor’s degree in International Relations from Shah Abdul Latif University, Khairpur. Currently serving as an Assistant Director at the Directorate of Urban Policy and Strategic Planning, Government of Sindh, Gulab Ali has demonstrated exceptional leadership in administration, procurement, staff supervision and liaising with government agencies and development partners.

His professional journey includes significant roles in various organizations, including the Sindh Cities Improvement Program (SCIP), JBF/GEF/SGP/UNDP, Human Development Foundation (HDF), Leadership for Environment and Development (LEAD-Pakistan), and Goth Seengar Foundation (GSF). Throughout his career, he has contributed to community mobilization, project implementation. His work has encompassed organizing workshops, facilitating awareness sessions, forming community groups, and leading capacity-building initiatives. His experience in data collection, and program management has strengthened his ability to deliver impactful results in the development sector.
